This is part of George F. and Jane Warren Waller’s silver collection. It is a Gorham Sterling 661 weighted candle holder.
The bottom says:

This is not sized for a slender taper. It is about 2″ across, with the base 4″ across. It is 5″ tall.
These sell on ebay for about $20 each.
Lisa Shea has this one. I ordered flameless LED candles to put in it, so I don’t get wax on it :).
